Local Authorities
Local Authority (LA) & Virtual School Head (VSH) Services: Securing Statutory Duty and Best Outcomes
Nest Learning is a trusted, specialist provider supporting Local Authorities and Virtual School Heads (VSHs) across Sussex and Surrey to fulfil their statutory duty for the education of vulnerable children, particularly those who are non-attending or require complex therapeutic and educational provision.
1. Expert Alternative Provision (AP) and EOTAS Packages

We provide the necessary, bespoke educational and therapeutic provision for children with complex needs who cannot access or cope with mainstream schooling.
This might be for you if... your LA is seeking high-quality, reliable, and evidence-based provision for pupils requiring Education Otherwise Than At School (EOTAS) packages, or for those transitioning into or out of specialised settings. You may be concerned about commissioning provision that lacks a trauma-informed lens or fails to secure sustainable progress. We ensure peace of mind by delivering provision that focuses on Long-Term Horizons, tailoring educational and developmental goals to the individual pupil's profile. Our service is designed to be easily commissioned via the LA or VSH, and is typically funded through statutory duties, Top-Up Funding via an EHCP, or via Personal Budgets (Direct or
Notional Payments).

2. LAC Support & Securing Outcomes for Children in Care

We partner with the Virtual School Head (VSH) to raise the attainment and well-being of Looked-After Children (LAC) and previously Looked-After Children (PLAC).

This might be for you if... your VSH is seeking external specialists to support LAC and PLAC in closing attainment gaps, improving mental health outcomes, or managing high-risk school transitions within the authority. You may be focused on ensuring that Pupil Premium Plus funding is maximised to deliver impactful, targeted support. Our services—including bespoke one-to-one therapeutic and academic tutoring—are specifically tailored to address the educational and emotional needs of this vulnerable cohort. Our focus on a trauma-responsive, stable approach aligns perfectly with the statutory priorities of the VSH, providing the consistent support critical for LAC stability and success in Sussex and Surrey.

3. EHCP Alignment & Provision Implementation

We ensure that the provision specified in a child's Education, Health and Care Plan (EHCP) is delivered effectively, contributing to timely reviews and positive outcomes.

This might be for you if... your LA requires providers who can confidently and transparently deliver the special educational provision detailed in Section F of an EHCP, or if you need expert advice during the statutory review process. You may be concerned about the quality of external provision or ensuring a smooth transition of funding. We provide expert consultation and support to parents and families regarding EHCP applications and reviews. Furthermore, our therapeutic tutoring and related services can be clearly defined within a child's plan and funded by the LA through a Personal Budget mechanism (Direct Payment or Notional Budget), streamlining the process and ensuring the child receives their entitled support without delay.

4. Reducing Non-Attendance and Supporting School Reintegration

We actively work to get excluded or anxious pupils back into appropriate education, aligning with the LA's statutory duty to ensure all children receive a suitable education.

This might be for you if... your LA needs to demonstrate proactive intervention to reduce the number of pupils without suitable education, particularly those with complex SEND needs who are currently non-attending or have been excluded. You may be looking for reliable partners to execute short-term, intensive Reintegration Support plans. Our bespoke structured support is specifically designed to address the underlying anxieties and trauma that drive non-attendance. By equipping the child with strategies and mediating relationships with schools, we work tirelessly to facilitate successful and
sustained return to education, helping your authority meet its legal obligations and improving outcomes for families across the region.
